Flamengo boss Jorge Jesus will not allow Vinicius Souza to join Manchester City, according to reports.
The Brazil U20 International has been likened to Manchester United defensive midfielder Nemanja Matic.
City were keen to bring Souza to the Etihad.
But according to Hora, Flamengo has rejected an offer of £3.5m from the Sky Blues.
The Brazil giants are determined to keep Souza for their league title defence.
