The 29-year-old is very rarely in the Everton squad and is seeking a move away from the club.
According to Algemeen Dagblad in the Netherlands, Feyenoord have identified Tosun as their primary striker target for the January transfer window.
Manager Dick Advocaat is a big fan of Tosun.
The Turkish striker played 55 games for Everton and scored 10 goals.
