Strasbourg are ready to sell their 20 year-old prospect in January, with AC Milan director Paolo Maldini also a big fan.
The Ligue 1 club are seeking &eurio;15-20m to part with Simakan.
Along with Milan, Everton and Wolves have also made tentative interest in recent weeks ahead of the winter market opening.
Simakan has a deal with Strasbourg to 2023.
