Despite interest from Newcastle and Southampton, United want to keep full-back Williams, 20, as cover following the departures of right-backs Timothy Fosu-Mensah and Ethan Laird. Fosu-Mensah joined Bayer Leverkusen for £1.5million and Laird, 19, is on loan at MK Dons in League One.
Williams has not started in the Premier League since March and he has only been included in four of United's league matchday squads this term.
The academy graduate has made just three starts - in the Carabao Cup and FA Cup.
