Gil is currently on-loan at Eibar this season, where his form has caught the eye of Barcelona scouts.
Mundo Deportivo says Arsenal and Barca are both keen on the winger.
Indeed, both clubs would be willing to meet the €35m buyout clause in Gil's contract to ferry him away this summer.
However, Sevilla want to secure the 20-year-old to a new deal and raise his clause to €150m.
