Chelsea chief Tore Andre Flo says the club is delighted with the progress of Mason Mount.
Flo grew close to Mount in his role as Chelsea loans manager.
He told VG: "He does not think he is the best in the world, but always wants to learn and develop.
"That is what has made him take the last step. It is not such a big step, but it is the most difficult step.
"I cannot say that City are favourites when I work for Chelsea. I think we have good opportunities. We have beaten City twice this year, and I think Chelsea should be 'up for it'."
