The Serie A outfit have made a bid worth €12m (£10m) for the 29-year-old.
Shaqiri looks likely to leave Anfield this summer, but only if Liverpool's valuation in the region of £15m is met.
Lazio are expected to return with an improved proposal for the Swiss.
