The 20 year-old Brazilian moves to Famalicao on a season-long deal.
Atletico coach Diego Simeone was keen to loan out Paulo as he didn't see him playing many games this season.
Instead, the youngster will continue his develop in Portugal with Famalicao.
Interestingly, Famalicao owner Idan Ofer also holds shares in Atletico.
