Previous media reports suggested Manchester United may be ready to make an offer to Monaco for the midfielder.
However, the Manchester Evening News claims the 21-year-old does not interest United at present.
That leaves Chelsea with a real chance to secure Tchouameni.
Transfer insider Simon Phillips claims that Chelsea are in talks with the player's representatives, while a £34 million fee is being mooted.
A possible transfer could happen this or next summer.
