According to Spanish outlet Fichajes, City are now in the race to sign Phillips, with any transfer most likely to take place next summer.
Manager Pep Guardiola wants to secure that position in his squad for the long term, as veteran Fernandinho is entering the tail end of his career.
Phillips may also be a target for Real Madrid, who were linked with the 25-year-old during the recently passed summer transfer window.
