Foot Mercato says Newcastle made a move for the Brazilian last week.
A contract offer worth £220,000-a-month was tabled by Newcastle to Paqueta's minders, but the midfielder has turned it down.
Paqueta is in his second year with OL after arriving from AC Milan.
The midfield schemer is also now a first choice for Brazil coach Tite.
