Roma made an attempt for the Switzerland international last summer and are ready to try again.
La Gazzetta dello Sport says Roma coach José Mourinho still wants to sign Xhaka. Though it is most likely that Roma will try again at the end of the season.
Xhaka is said to top Mourinho's wish list for the summer market. Arsenal previously demanded £17m for the player.
The 29-year-old has played 12 competitive matches for the London club this season.
