The London Evening Standard says Bentancur is expected to arrive at the club on Thursday but will not be able to train with the squad until he is granted a work permit.
Bentancur completed his deadline-day move to Spurs from Juventus while on international duty in South America and he scored inside 60 seconds as Uruguay beat Venezuela in World Cup qualifying last night.
The Uruguayan needs to be in the country to be granted a work permit which Spurs hope will come through by Friday afternoon, which makes him unlikely to start Saturday night's FA Cup fifth-round tie at home to Brighton.
Fellow deadline-day signing Dejan Kulusevski arrived in the UK on Sunday night and is hopeful of receiving his work permit today.
Spurs have been boosted by the return of Heung-min Son to full training after a hamstring injury, while Cristian Romero is expected to feature for the first time since early November on Saturday after recovering from a hamstring problem.
