The Chelsea forward is likely to leave the Premier League club this summer.
With Dortmund likely to lose Norway attacker Erling Haaland, Calciomercato states that Werner may emerge as his replacement.
The German has struggled in the Premier League, but was prolific for RB Leipzig in the Bundesliga before transferring in 2020.
Werner would be happy with the move, as he would likely be BVB's starting centre-forward.
The Blues paid £47m for Werner back in the summer of 2020.
