The Argentina international is to undergo a medical after an Everton bid of 25m was accepted by United.
Rojo is now on Merseyside with the move on track.
Everton chief Marcel Brands turned to Rojo after being blocked from plans of re-signing Chelsea defender Kurt Zouma.
Rojo's move is expected to be settled within the hour.
