A little help for pet lovers under Budget 2027

PUTRAJAYA, Oct 12 - For many people, keeping pets such as cats is not just a responsibility but also a financial commitment.

Recognising this, the government has expanded the scope of individual income tax relief for lifestyle expenses under Budget 2027 to include costs associated with adopting pets from registered shelters and veterinary services.

Prime Minister Datuk Seri Anwar Ibrahim, who is also finance minister, said when tabling Budget 2027 in Parliament last Friday that the decision was prompted by the government's observation that many Malaysians were interested in keeping pets.

"Many are interested in cats, some are interested in butterflies, some in snakes ... all of that is included in our proposal," he said.

On Saturday, following the Special Madani Budget 2027 Interview on RTM, Anwar told Bernama that he did not keep cats at home, although his daughter did.

The distinction between personal interest and policy considerations illustrates how government decisions do not necessarily stem from a leader's personal experience, but must also take into account the diverse needs and practices of society.

According to Appendix 6 of the Budget 2027 tax measures document, the individual income tax relief limit for lifestyle expenses will remain at RM2,500, with the expanded scope taking effect from the 2027 year of assessment.

Currently, the relief covers purchases of reading materials, including e-books and printed or electronic newspapers, personal computers, smartphones or tablets, and internet subscriptions.

The new proposal also expands eligible deductions to encourage digital literacy and the adoption of artificial intelligence (AI) technology, including expenses for software and AI application subscriptions for personal use or use by spouses and children.

In terms of animal welfare, the proposed expansion covers expenses incurred when adopting pets from registered animal shelters, as well as veterinary services provided by registered practitioners for vaccinations and recovery treatments.

The measure introduces a new dimension of animal welfare into fiscal policy discussions, while recognising that pet ownership involves ongoing responsibilities and healthcare costs.

However, the expanded scope does not increase the maximum tax relief limit. Instead, qualifying expenses will be included within the existing RM2,500 ceiling.

Understanding which expenses qualify and how to claim the relief will therefore be important to ensure taxpayers can benefit from the initiative when it takes effect.

At the same time, Budget 2027 must be viewed within the context of broader social priorities, with Anwar telling Bernama that the government must prioritise those who do not have enough food before addressing the needs of other groups.

The approach also highlights the differing needs of Malaysians, with some households struggling to meet basic necessities while others face additional financial commitments, including the cost of caring for pets.

As government resources must be distributed according to priorities, the challenge lies in ensuring that assistance continues to reach those most in need without overlooking the welfare and concerns of the wider community.

Ultimately, the effectiveness of a budget is measured not merely by the size of its allocations or the number of incentives announced, but also by how clearly its measures are implemented and whether their benefits are genuinely felt by the people.

In this context, tax relief for pet adoption may represent only a small component of Budget 2027, but it demonstrates how policy considerations can extend to everyday concerns while maintaining the broader responsibility of ensuring vulnerable groups are not left behind.

Budget 2027, themed ‘Reaching for the Sky, Rooted in the Earth’, provides a government allocation of RM459.8 billion, supplemented by RM25 billion in investments from government-linked investment companies (GLICs), RM11 billion in public-private investments, and RM14.2 billion from federal statutory bodies and Minister of Finance (Incorporated) (MOF Inc) companies.

These allocations bring the overall total to RM510 billion, continuing the government's expansionary fiscal policy.

The fifth Madani Budget also aims to translate resilient economic growth into tangible benefits for Malaysians through better wages, financial support and economic measures, underpinned by the government's fiscal commitments.
