Malaysia may use AI to draft police investigation papers, while officers remain responsible for verifying cases before submission to prosecutors
PUTRAJAYA: Artificial intelligence (AI) could be used to prepare initial drafts of police investigation papers, but investigating officers would remain responsible for verifying them before submission to prosecutors.
Home Minister Datuk Seri Saifuddin Nasution Ismail said the technology could help police process about 400,000 reports lodged by members of the public every month.
“What does using AI technology mean in preparing an investigation paper? It means producing its first draft.
“However, before it is submitted to a deputy public prosecutor, the investigating officer, who holds the rank of Inspector, remains responsible for carrying out the verification,” he said after the Home Ministry’s monthly assembly today.
Saifuddin said this was among the practical applications he wanted agencies under the ministry to explore as they moved from establishing an AI policy direction to incorporating the technology into their core duties.
He called on the leadership of each agency, including the police, National Registration Department and Immigration Department, to drive implementation according to their respective functions.
“The leadership of every agency must now move these initiatives into implementation to simplify and accelerate their work.
“We want AI applications that increase productivity and efficiency, speed up service delivery and produce savings. Ultimately, the impact must be felt by the public,” he said.
Saifuddin said the ministry had spent the past three years establishing its AI foundation and direction.
A ministry survey found that 75% of its personnel were ready to accept AI as an emerging technology, acquire the necessary skills and apply it to their work, he added.
“That convinced me that establishing the foundations for AI within the ministry was the right decision.
“The next phase is to help our agencies translate it into their core responsibilities,” he said.
The ministry also launched its AI Digital Human initiative today, which Saifuddin described as a public-facing application intended to make interactions with the ministry simpler and more user-friendly.
He said the ministry itself must demonstrate its readiness to adopt current technology before expecting its agencies to follow suit.
Saifuddin had previously said police were piloting the use of AI to match investigation findings and evidence with relevant laws, with the aim of speeding up the preparation of case files for prosecutorial review.
