
KUALA LUMPUR – Amendments to the Finas Act 2025 aim to improve governance, industry standards, and creative protections, but do not regulate social media or streaming platforms, FINAS said.
In a statement, Finas said the changes are designed to create a more professional, transparent, and competitive film ecosystem while safeguarding creative workers and ensuring compliance in commercial filmmaking. OTT and VOD platforms remain exempt from licensing.
The Senate approved the bill yesterday, following presentation by Communications Minister Datuk Fahmi Fadzil, keeping Malaysia’s film framework aligned with technological developments.
Finas said more than 50 engagement sessions were held during drafting, involving industry associations, production companies, TV stations, OTT platforms, universities, and government agencies.
“These amendments reflect the Madani government’s commitment to addressing industry needs,” Finas said, adding the changes will help build a sustainable, competitive national film ecosystem and support Malaysia’s creative economy.
Industry representatives said the amendments could encourage investment and create new jobs while improving the global competitiveness of Malaysian films and content. The law also strengthens enforcement mechanisms for commercial filmmaking activities.
Finas added that the amendments are part of a long-term strategy to professionalise the sector, improve transparency, and ensure that both domestic and international productions operate under clear, modernised guidelines.– December 19, 2025
