But the Guardian says Spurs are planning to offer the centre-back a new contract.
However, Inter Milan are readying a lucrative three-year deal.
Inter boss Antonio Conte recruited Romelu Lukaku and Alexis Sanchez from the Premier League in the summer, and it is believed Inter wanted to sign Vertonghen but were put off by his price tag.
