Barcelona president Joan Laporta has announced the signing of Vitor Roque.
The young attacker is arriving from Athletico Paranaense.
Laporta said: "Inigo Martinez and Ilkay Gundogan are two players wanted by Xavi. For Victor Roque we can say that it's done. We lack a right-back and we're working on it. And then we want to reinforce the midfield with a couple of items"
Laporta says they're able to act after agreeing a financial plan with LaLiga.
"Yes, the regulation has changed, our plan has been approved (by LaLiga), but it must be respected. And we would have respected it even if LaLiga hadn't forced us to do it.
"The club needs it. We have a good relationship again, institutionally speaking, with LaLiga. And also personally between President Tebas and me. And that's how it should be."
