BCDA ends 2025 with P14.1B in cash revenues

THE Bases Conversion and Development Authority (BCDA) on Tuesday said that it closed out 2025 with P14.1 billion in cash revenues, surpassing the P10-billion target for the year.

The full-year tally was also higher than the P11.66 billion recorded in 2024, it said.

"BCDA’s 2025 results show that investor confidence in our economic zones is strengthening, driven by disciplined asset management and projects that are ready for execution,” President and CEO Joshua Bingcang said in a statement.

“This allows us to convert land value into real cash flows that directly support government priorities,” he added.

Bingcang also said that the transfer of BCDA properties for priority infrastructure projects reflected the agency’s role in advancing connectivity and inclusive economic growth.

Cash revenues refer to actual collections received within the year. The 2025 result came from a combination of land dispositions, lease arrangements, concession fees and investment-related receipts across BCDA-administered economic zones.

These were said to have been supported by higher private-sector investments, improved performance of transport-related concessions and continued investor uptake in strategic growth areas such as New Clark City and Camp John Hay.

Of the P14.1 billion in cash revenues, an estimated P3.29 billion is expected to be remitted to support the Armed Forces of the Philippines (AFP) Modernization Program.

This is on top of the BCDA’s cumulative P103 billion contribution to AFP modernization and the redevelopment of military facilities from May 1993 to December 2025 in line with the Bases Conversion and Development Act.

“BCDA remains focused on sustaining strong cash performance. This enables us to reinvest in high-impact projects, help strengthen national defense, and deliver long-term value for the Filipino people," Bingcang said. THE MANILA TIMES
