THE Bases Conversion and Development Authority (BCDA) and Subic Bay Metropolitan Authority (SBMA) signed an agreement to utilize the Port of Subic Bay for cargo handling, data integration, and logistics under the Pax Silica initiative.
BCDA President and CEO Joshua Bingcang and SBMA Chairman Eduardo Jose Aliño signed the accord, establishing a framework to assess and promote the port as the primary entry and exit point for silica, advanced technology inputs, and other high-value products supporting the country’s artificial intelligence (AI) and semiconductor ecosystem.
The agreement mandates collaborative studies, data sharing, and joint technical assessments to strengthen logistics connectivity and improve supply chain efficiency. This framework will address critical supply chain requirements, including logistics, cargo handling, import and export operations, and data integration, to develop a globally competitive logistics network.
Bingcang said, “For the Pax Silica initiative, the Port of Subic Bay offers a strategic advantage, it serves as a critical gateway that enables the efficient movement of raw materials into the country and the timely delivery of finished products to customers.”
The partnership aligns with the administration’s whole-of-government approach to infrastructure development and investment promotion. By integrating ports, industrial hubs, and emerging technology ecosystems, the agreement aims to reinforce the Luzon Economic Corridor, generate quality jobs, and unlock regional economic growth.
SBMA Senior Deputy Administrator for Operations Ronnie Yambao and BCDA Senior Vice President for Legal Services Diana Joyce Basco-Galera also attended the signing.
