Manchester United investor Sir Jim Ratcliffe wants to build a new first team squad in the coming years.
The British billionaire now owns 25 percent of the Red Devils after finding an agreement with the majority shareholders - the Glazer family.
Per Record in Portugal, one of the players that Ratcliffe wants to target is Joao Neves.
Manager Erik ten Hag is an admirer of the talented teenager, who is represented by Jorge Mendes.
"Their (Benfica's) president Rui Costa will have to decide when he's ready to consider a deal," Mendes told Portuguese outlet Record.
"It's always the club's decision. I can take the proposals and the conditions."
When asked if Benfica had offers, he stated: "Yes, there have been situations in which any of them would have had offers if the door had been open.
"The players will stay at Benfica until the end of the season, that's for sure, and then Rui Costa will decide what's best to do. And then, as with all the other players: meetings, talks and, when the time is right, the decision will be made."
