THE bill that seeks to postpone the Barangay and Sangguniang Kabataan Elections (BSKE) has been transmitted to Malacañang for the president’s signature, Senate President Sherwin Gatchalian said Thursday.
Senate Bill (SB) 2387 also sets the term of office of barangay and SK officials to five years.
Gatchalian expressed hope that Marcos would sign the measure this week, ahead of the filing of certificates of candidacy for the barangay and SK polls scheduled to begin next week.
Under SB 2387, the BSKE would be held on the second Monday of November in 2028, instead of Nov. 2, 2026. Subsequent elections would be held every five years.
The Senate approved SB 2387 on third and final reading by a 13-5 vote, after which the House adopted the Senate version, eliminating the need for a bicameral conference committee.
The measure also limits barangay officials to two consecutive terms in the same position, while SK officials remain subject to a one-term limit.
The proposed reset has been opposed by some groups who questioned the constitutionality of extending the tenure of incumbent officials through a change in the election schedule. Election lawyer Romulo Macalintal has asked Marcos to veto the measure.
