Blackburn Rovers boss Jon Dahl Tomasson concedes they face losing Ashley Phillips.
The young defender is a target for Tottenham.
Tomasson said: "The chances are big that the boy will probably be going to a good side.
"He is a great player, he will have a great future. But there is not an agreement at the moment."
Blackburn are demanding 9m to sell Phillips, 18, while Tottenham's last offer was 3m.
