BOC, customs brokers join forces vs corruption

THE Bureau of Customs (BOC) is enlisting the country’s customs brokers in its campaign against corruption and inefficiency, forging a partnership to promote ethical practices, strengthen accountability, and modernize procedures vulnerable to abuse.

BOC Commissioner Ariel Nepomuceno and Philippine Chamber of Customs Brokers Inc. (PCCBI) National President Atty. Norberto Castillo signed a memorandum of agreement (MOA) during PCCBI’s 34th National Convention to institutionalize integrity, accountability and modernization across the customs service.

The partnership comes as customs authorities face the challenge of ensuring transparent cargo clearance, preventing illicit practices, and minimizing opportunities for corruption in transactions involving importers, brokers and government personnel.

By promoting ethical conduct and strengthening accountability on both sides of customs transactions, the BOC and PCCBI aim to help build a system that facilitates legitimate trade without compromising enforcement.

The agreement calls for joint integrity and transformation programs across customs ports and PCCBI chapters nationwide, with designated coordinators overseeing implementation.

The two organizations will also work with schools offering Customs Administration courses to instill professional ethics, character formation, and accountability among future customs practitioners.

Nepomuceno said customs reform cannot succeed through government action alone, stressing that brokers are directly affected by the agency's efficiency and integrity.

“So we must join our efforts; we must do our best together to improve the Bureau of Customs,” he added.

Nepomuceno also highlighted the development of the Customs Processing System, which is intended to automate key transactions, including document submission, assessment, payment and cargo release.

The planned digitalization is expected to streamline procedures and reduce reliance on manual transactions, which can create delays and opportunities for irregularities when safeguards and oversight are inadequate.

For importers and customs brokers, a more efficient, transparent clearance system could mean fewer processing bottlenecks and greater predictability in moving legitimate shipments.

However, technology alone cannot guarantee clean transactions. Effective implementation, audit trails, clear procedures, and accountability for violations will remain critical to ensuring that modernization delivers meaningful results.

The BOC-PCCBI agreement complements these efforts by making integrity a shared responsibility of customs personnel and private-sector practitioners.

The partnership carries the theme of the PCCBI’s convention, “Stronger Through Change, Empowering Resilient and Ethical Customs Brokers in a Shifting Global Trade Landscape.”
