INEOS chief Sir Jim Ratcliffe is buying up 25 percent of the Glazer family's controlling shares in the club.
He will then get sporting control of United, per Manchester Evening News, and make changes.
Senior United sources say a presentation was made to INEOS in March when the takeover talks were happening.
INEOS were impressed, but also noted how many issues were present within United's setup.
