Brighton would like to sign Palmer permanently, but a loan is still a possibility if City do not want to lose the youngster for good.
Another option would be to sell him for a modest fee and insert a buy back clause in the contract.
City have done that in the past, including the transfer of Romeo Lavia to Southampton.
