Starting July 1, diesel in Malaysia gets a complete overhaul. The old system of RM400 monthly cash payouts to diesel vehicle owners is out. In its place, a MyKad-based subsidy at the pump, similar to what RON95 users already deal with under Budi95.
So what actually changes?
From July 1, diesel nationwide will be sold at unsubsidised market rates. If you are an eligible Malaysian with a private diesel vehicle, you tap your MyKad at the pump and pay RM2.10 per litre. If you do not qualify, or if you are a foreigner, you pay the unsubsidised rate for that week.
Early access for Peninsular Malaysia actually started today, June 27. The introductory price for this short window is RM2.15 per litre before it drops to RM2.10 when the full rollout kicks in on July 1.
Who qualifies?
According to the Malay Mail's breakdown of the Ministry of Finance announcement, you need to be a Malaysian citizen with a valid MyKad, a valid driving license, and a private diesel vehicle with an active road tax. Around 700,000 private diesel vehicle owners are expected to qualify.
What is the monthly limit?
Each eligible person gets 200 litres a month. The good news is that this quota is flexible. You can use it for diesel, or split it with RON95, depending on what you are pumping that month. The government says nearly 90 percent of Malaysian motorists consume less than 200 litres monthly, so most people should be covered.
If you own a diesel pickup truck or SUV, you can apply for an extra 100 litres on top. That application goes through the Budi Madani portal at budimadani.gov.my, or in person at an LHDN office or UTC.
What about existing cash recipients?
If you were already getting the RM400 monthly payout, you do not need to do anything. The government confirmed that existing recipients will be automatically shifted to the new MyKad pump system without a fresh application.
The bigger picture
This follows the same logic as Budi95 for RON95. The government wants to stop subsidies leaking to foreigners and ineligible users, which has been a known problem for years. Tying the subsidy to your MyKad at the point of purchase means only qualifying Malaysians get the cheaper price, at least in theory.
Whether the system holds up under pressure on day one is another question. If you remember the early weeks of Budi95, there were queues, app glitches, and confusion at the pump. This uses the same infrastructure with a slightly different product. Expect some friction initially.
For pickup truck and SUV owners, note that the extra 100-litre quota does not come automatically. You have to apply for it. Do not turn up at the pump on July 1 expecting 300 litres without having done the paperwork.

My Opinion
I do not own a diesel vehicle, so this one does not hit my wallet directly. But I know plenty of people who do, and the shift from cash payouts to pump verification is going to confuse a lot of them on day one. The Budi95 rollout had its rough patches and that had been in the works longer. Just check the portal before driving to the station expecting everything to work smoothly. Malaysian government systems have a history of being fine in theory and chaotic on a Monday morning.
