According to Foot Mercato, Gakpo wants to make the move to the Old Trafford club, even if PSV qualify for the Champions League group stages.
The future of the Netherlands international is undetermined, with United also chasing Brazilian and Ajax winger Antony.
If they are to sell, PSV will want around €40 million to €50 million for Gakpo.
Meanwhile, Ajax want close to €100 million for Antony.
