Cyclone still affecting Northern Luzon; 'habagat' bringing rain to rest of PH

Tropical Cyclone Kiyapo (Noul) may be outside the Philippine Area of Responsibility (PAR) but is still affecting Northern Luzon, where four areas are still under Signal No. 1, the state weather bureau Pagasa reported early Saturday morning.

In its 3 a.m. weather bulletin, Pagasa said Kiyapo has intensified into Typhoon Noul located outside the PAR at 310 kilometers (km) west of Basco, Batanes,  bearing maximum sustained winds of 120 km per hour (km/h), with gustiness of up to 150 km/h, and moving west-northwestward at 25 km/h.

Tropical Cyclone Wind Signal (TCWS) No. 1 remains hoisted over the following areas:

the western portion of Babuyan Islands (Calayan Is., Dalupiri Is., Fuga Is.)the northwestern portion of mainland Cagayan (Pamplona, Sanchez-Mira, Claveria, Santa Praxedes)the northern portion of Apayao (Luna, Calanasan)Ilocos Norte

Heavy rainfall outlook due to Tropical Cyclone Kiyapo on Saturday is 50-100 mm in Ilocos Norte, Ilocos Sur, Apayao, and Abra.

Southwest Monsoon

Meanwhile, Pagasa said the rainfall outlook from the southwest monsoon (habagat) for Saturday is moderate to heavy (50-100 mm) in Zambales, Bataan, and Occidental Mindoro.

Habagat effects could bring flash floods or landslides due to moderate to heavy rains over the Cordillera Administrative Region, the rest of Ilocos Region, and the rest of Cagayan Valley Region, Pagasa said.

Meanwhile, Metro Manila, Visayas, the rest of Luzon, Zamboanga Peninsula, BARMM, Northern Mindanao, and Caraga will have cloudy skies with scattered rains and thunderstorms due to habagat. TMT
