THE Department of Agriculture (DA), through the Bureau of Fisheries and Aquatic Resources (BFAR), on Tuesday issued stricter rules for blue swimming crab (alimasag) fishing in a bid to protect marine life and keep Philippine exports competitive.
The order comes as seafood exporters face tighter sustainability standards from overseas buyers, especially the United States.
In May 2026, the US National Marine Fisheries Service restricted imports of the Philippine blue swimming crab due to inadequate documentation on mandatory marine mammal protection and bycatch monitoring programs.
Agriculture Secretary Francisco Tiu Laurel Jr. said the new rules underscore the government's commitment to ensure that environmental protection and industry growth go hand in hand.
“Our blue swimming crab industry supports thousands of fisherfolk, processors, exporters, and their families,” he said.
"By improving how we manage our fisheries, we protect our marine resources while making sure Philippine seafood meets the high standards of international markets. Sustainability is no longer just an environmental goal. It is a business necessity."
Under Fisheries Administrative Order 277, fishers are now limited to using gillnets with a total length of 500 meters per operation.
The BFAR said studies showed that this limit reduces the accidental catch of marine mammals and other protected species without hurting fishing efficiency.
The new rules align the country’s fishery sector with requirements under the US Marine Mammal Protection Act.
BFAR national director Elizer Salilig said a collaborative approach was key to the industry's long-term success.
"Better management with the active participation of our fishing communities and industry partners, we can protect our marine resources while securing livelihoods and maintaining access to global markets," Salilig said.
