De Lima proposes fuel subsidy program law

MAMAMAYANG Liberal Rep. Leila de Lima has filed House Bill 8031, or the proposed Fuel Subsidy Program Act.

"Through this bill, Filipino workers in sectors largely dependent on oil shall have stability in their livelihoods regardless of geopolitical developments that inevitably affect oil prices," de Lima said in the bill's explanatory note. De Lima filed the bill on Feb. 24, 2026.

She said the bill "seeks to establish a regular and continuing Fuel Subsidy Program that shall provide a monthly cash assistance of not less than" P7,000 "to eligible beneficiaries registered in the databases of the concerned agencies mentioned in this bill."

Beneficiaries under the bill were "public transport operators and drivers, municipal fisherfolk, farmers and agricultural producers, and other low-income sectors as may be identified" by the Department of Energy (DOE) and Department of Social Welfare and Development.

"To ensure efficiency, accountability, and transparency in distribution, this bill mandates that the subsidy be directly deposited into the beneficiaries' bank accounts," de Lima said.

Moreover, the bill stated that "the amount of the monthly subsidy shall be subject to annual review and adjustment by the DOE and Department of Budget and Management, in consultation with the Department of Economy, Planning, and Development, to account for inflation, prevailing fuel prices, and fiscal capacity," de Lima said.
