
KUALA LUMPUR – The police have described the ‘Deemed Licence’ initiative by the Malaysian Communications and Multimedia Commission (MCMC) as an initial step to strengthen the governance of digital platforms and enhance online safety in Malaysia.
Inspector-General of Police Datuk Seri Mohd Khalid Ismail said today’s digital ecosystem requires a more responsive regulatory approach to threats such as child sexual exploitation crimes, online fraud, the spread of extremist content, and the misuse of digital platforms for illegal activities.
“This effort is part of a shared commitment to protect the children of Malaysia and to ensure their safety in the future cyber environment.
“The police will continue to work closely with MCMC and other agencies through a whole-of-government approach to ensure that the new mechanisms currently being finalised can enhance the effectiveness of investigations, strengthen information sharing, and speed up action against harmful content or activities in the digital space,” he said in a statement today.
Earlier, it was announced that all Internet messaging and social media service providers with eight million or more users in Malaysia will be automatically deemed to be registered as holders of a Class Licence for Application Service Providers [ASP(C)] beginning January 1, 2026.
This will be implemented through the Deeming Provision under Section 46A of the Communications and Multimedia Act 1998.
In its statement, MCMC said the move aims to ensure that large-scale service providers offering Internet messaging and social media services to users in Malaysia operate within the country’s legal and regulatory framework in an orderly, consistent, and effective manner.
Commenting further, Mohd Khalid said PDRM is confident that the implementation of the new framework will enhance protection for the public, strengthen the integrity of the nation’s digital space, and reinforce cooperation between the government and digital platform providers.
He added that the measure will also serve as an important foundation in ensuring the safety of future generations, particularly children and families, in an increasingly challenging cyber landscape.
“PDRM remains committed to enforcing existing legal provisions and enhancing internal preparedness to ensure that the digital security framework to be introduced can be effectively supported,” he said. — December 15, 2025
