
Kota Kinabalu: Chief Minister Datuk Seri Hajiji Noor stressed that integrity, professionalism and administrative efficiency at the district level are the keys to ensuring State Government policies bring positive impact to the people and drive the Hala Tuju Sabah Maju Jaya (SMJ) development agenda.
He said district officers and sub-district officers are grassroots leaders who serve as the main link between the Government and the people, and therefore must be proactive, transparent and close to the community to ensure that every development project is implemented effectively.
“I want district officers not only to safeguard the trust placed in them but also to ensure that every development project reaches the people with full integrity and transparency.
“Make things easier for the people and put a stop to bureaucratic red tape that could hinder district development,” he said.
Hajiji said district administration is now facing greater challenges as a result of rising public expectations and global socio-economic changes driven by technology.
“District officers must listen to the people’s concerns and ensure that the implementation of government policies not only reaches its intended targets but also brings direct impact to their lives.
“The State Government remains committed to ensuring balanced development between urban and rural areas,” he said.
He also reminded that integrity and professionalism form the backbone of district administration, and thus every decision and action must be based on the principles of justice, transparency and accountability.
Commenting on the State Government’s achievements, Hajiji said Sabah is now on a firm footing through the implementation of the Hala Tuju SMJ Development Plan 1.0, including its success in reducing the rural poverty rate.
He said among the key initiatives is the construction of the Rumah Mesra SMJ, with 7,482 units approved between 2022 and 2025, and 4,540 units completed as of August.
According to him, the State Government also increased the allowance of Village Development and Security Committee (JKKK) chairpersons from RM500 to RM800, while the allowance for JKKK secretaries has been raised from RM300 to RM400, as recognition of their role in coordinating development and community wellbeing at the village level.
He said so far, three sub-districts – Paitan, Membakut and Sook – have been upgraded to full district status, while several other sub-districts may be considered for the same if they meet the required criteria.
Responding to opposition claims that the State Government has failed to bring development, Hajiji said the allegations are merely political propaganda aimed at denying the Government’s achievements.
“That is untrue. I want district officers and sub-district officers to explain every government initiative to the people so they are not influenced by baseless accusations,” he said.
He also reminded district officers to always be prepared for unpredictable weather conditions, including ensuring that rescue assets and equipment are kept in good condition.
Hajiji also expressed hope that the 28th Sabah District Officers Conference would produce practical resolutions for implementation, in line with the theme “Progressive Districts, Prosperous People”, thereby realising the aspirations of Sabah Maju Jaya.
