MANILA, Philippines —The Department of Labor and Employment (DOLE) issued pay guidelines for workers in the National Capital Region (NCR) during the special non-working days from Nov. 16 to 18, 2026.
The three-day work suspension was declared in connection with the Philippines' hosting of the 49th Asean Summit and Related Summits.
According to DOLE Labor Advisory 16, Series of 2026, the "no work, no pay" principle will apply to employees who do not report for work during the special non-working days, unless a company policy, practice or collective bargaining agreement provides otherwise.
Employees who report for work will be entitled to an additional 30 percent of their basic wage for the first eight hours, or 130 percent of their basic wage.
For work beyond eight hours, the advisory provides for an additional 30 percent of the hourly rate applicable to the day.
Employees who work on a special non-working day that also falls on their scheduled rest day will receive a 50 percent premium on their basic wage for the first eight hours.
For overtime work beyond eight hours on a special non-working day that falls on an employee's rest day, the advisory provides for an additional 30 percent of the applicable hourly rate.
The advisory was signed by Labor Secretary Francis Tolentino on Sept. 28.
