Donald urges stronger funding for Sabah land survey programme

Kota Kinabalu: Moyog Assemblyman Datuk Donald Peter Mojuntin (pic) has called for greater State and Federal funding for the Sabah Native Land Survey Programme (Pantas) to speed up the issuance of land titles for Sabahans.

He said Pantas should be elevated as a key development agenda under the 13th Malaysia Plan (13MP), supported by a special Sabah Land Development Fund to resolve long-standing land ownership issues.

Donald said thousands of Sabahans occupying and cultivating Native Customary Rights (NCR), village and agricultural land were still waiting for legal recognition, affecting their ability to obtain financing and develop their land.

He said land ownership was not merely an administrative matter but closely linked to the people's rights, economic security and rural development, adding that resolving such issues should also form part of the Malaysia Agreement 1963 (MA63) agenda.

He made the call while debating the Supplementary Supply Bill 2026 at the Sabah State Legislative Assembly on Monday, urging the Government to strengthen PANTAS through better financing, digital land records, modern surveying technology and clear implementation targets.
