Service Circular Letter No. 2 of 1985, on para 2.1.6 states that Capals can be worn with Baju Melayu complete with Samping.

Many were left dumbfounded, thinking Anwar had flouted dresscode regulations, but checks discovered that the Prime Minister was indeed fully aware that he wasn't vioating any regulations.

Based on Article 2.1.6 of the Public Service Dresscode and Attire Ethics 1985, the capal can be worn with a baju Melayu complete with 'samping' (loin cloth).

On Friday, as he clocked in to work prior to attending Friday prayers in Putrajaya, the Pakatan Harapan (PH) chairman also wore a baju Melayu complete with samping.

Anwar's appearance provoked a dispute by netizens who slammed the Prime Minister as being too relaxed in wearing a slipper. However, the were others who responded by stating it is not a normal slipper but a 'capal' that is allowed to be worn with national clothing.
