
MANILA, Philippines — The Department of Transportation (DOTr) received an unmodified opinion from the Commission on Audit (COA) on its consolidated financial statements for fiscal year 2025, marking the agency's first clean audit opinion in more than three decades.
In a statement, the DOTr said the opinion was issued following COA's review of the department's 2025 consolidated financial statements under the leadership of Transportation Secretary Giovanni Lopez.
An unmodified opinion means that COA found the agency's financial statements to be fairly presented, accurate and complete, and prepared in accordance with applicable accounting rules, regulations and standards.
The DOTr, which manages one of the largest budgets in the national government, said the audit outcome demonstrates its commitment to properly managing public funds and maintaining the trust reposed in it by the government.
It said the clean audit opinion reflects its efforts to promote transparency and accountability in its financial transactions, ensure prudent use of public funds, and comply with COA regulations.
