Hassan, a lawyer by training, has pointed out that Na’im’s proposal to make halal certification mandatory for all food operators had not been officially approved by the cabinet before it was publicly announced.

Hassan's critique raises pertinent questions about the legitimacy and timing of the controversy. He argues that the real issue lies not with Kok’s response but with the initial announcement by Na’im Mokhtar, which was made without proper cabinet endorsement. This perspective suggests that the focus should be on the minister’s actions rather than Kok’s reaction.
