
Minister in the Prime Minister’s Department (Law and Institutional Reform) Datuk Seri Azalina Othman Said has disclosed that the Parliamentary Services (Amendment) Bill is nearing completion, signaling a significant step forward in empowering the Parliament. According to her, the bill is currently undergoing its finalization process, which stands at a commendable 90% completion rate.
Addressing the Parliament during Question Time, Azalina emphasized the government's commitment to granting Parliament autonomy in determining its direction and facilities. She stressed the importance of extending this authority not only to the Speaker or Parliament staff but also to Members of Parliament from all political affiliations. Azalina highlighted the government's dedication to fulfilling its promises, citing the aspiration for parliamentary empowerment during the Madani era as a testament to its commitment to action.
In response to inquiries from DAP’s Raub MP Chow Yu Hui regarding the progress and objectives of the Parliamentary Services (Amendment) Bill, Azalina expressed confidence in garnering support from all 222 MPs. She emphasized that the proposed amendments aim to benefit not only the general populace but also every Member of Parliament in the chamber.
Azalina acknowledged the historical context behind the withdrawal of parliamentary powers in 1993, attributing it to the perceived lack of vocal representation in Parliament at the time. However, she underscored the need to restore these powers to allow Parliament to reclaim its voice and ensure accountability of the government to the people through their elected representatives.
Furthermore, Azalina shed light on the potential formation of a council with full parliamentary autonomy, emphasizing the importance of discussions between Upper and Lower House Speakers on allocation, direction, and freedom. She emphasized the responsibility of MPs to their constituents, particularly in financial matters concerning public funds.
Highlighting the government's vision for stronger parliamentary-executive relations, Azalina expressed optimism about the amendment's role in fostering a new era of collaboration between Parliament and the executive branch.
With the Parliamentary Services Bill anticipated to be tabled soon, there is growing momentum behind the revival of parliamentary autonomy, reflecting a broader call for strengthened democratic institutions in recent years.
