Gueye spent four years in England playing for Aston Villa and Everton.
However, Arsenal have decided to pursue Villa's £25million man Douglas Luiz ahead of Gueye.
Gueye will now instead complete a return to Everton, three years after he left the club for PSG in a £27m transfer.
