Nagelsmann pulled out of talks with Chelsea last week over concerns about their instability and how the top brass see the role of manager.
BILD says the Premier League remains an attraction for the German and he's keen to speak with Spurs as they seek a long-term replacement for former manager Antonio Conte.
Indeed, it's suggested Nagelsmann "would accept" an offer to become Spurs' next boss.
Tottenham, however, may have to pay Bayern compensation for their former coach, who remains on contract with them.
