Tanguy Ndombele is expected to undergo a medical at Tottenham on Tuesday.
The France international will complete a switch from Lyon after an initial fee of 56.5m was agreed between the two clubs.
That figure could rise to around 65m due to add-ons.
The Daily Mail says the 22-year-old has arrived in London to put the finishing touches on the move, which will see him sign a five-year contract with Spurs.
The fee smashes Spurs' previous record of 42m paid for Davinson Sanchez.
The North London outfit are also finalising a move for Leeds United whizkid Jack Clarke.
