According to the Daily Mail, their summer spending spree could continue, as they have their eyes on securing the 30-year-old midfielder.
Carvalho, who has 73 Portugal caps, is not with Betis on their current pre-season tour.
Forest are also looking at Manchester United's James Garner, although bringing him back on another loan may not be possible, as they already have Dean Henderson on loan for the season from United.
