Grok ban to be lifted once ‘protections are in place’

The Department of Information and Communications Technology (DICT) is open to restoring access to Grok, the AI platform founded by Elon Musk, provided it can guarantee a safer digital environment for Filipino users.

Information and Communications Technology Secretary Henry Aguda told reporters that the department and inter-agency regulators were meeting with X representatives to review safety protocols for the Grok AI chatbot.

He said that talks with X, the platform owner, aimed to resolve issues regarding content safeguards and local compliance.

“Access will be unblocked as soon as we are satisfied that the appropriate protections are in place,” Aguda said.

Several countries have already blocked or are investigating Grok for potential violations of online safety, child protection and human rights standards.

The DICT ban came as the Philippines seeks to tighten oversight on generative artificial intelligence tools.

"Protecting Filipino users remains our paramount concern,” Aguda said.

“At the same time, we support responsible innovation and recognize the role of emerging technologies in national development, provided these technologies operate within the bounds of Philippine law and uphold human dignity."
