GRS to prioritise legal, institutional reform in manifesto

Kota Kinabalu: Reforming and strengthening Sabah’s legal and institutional framework will form one of the main pillars of Gabungan Rakyat Sabah’s (GRS) manifesto for the 2025 State Election, said its deputy secretary-general Datuk Armizan Mohd Ali during a press conference on Monday.

Armizan, who also chairs the GRS Manifesto Technical Committee, said the initiative continues reforms introduced since 2021, aimed at empowering state institutions to handle laws more effectively, including resolving long-standing issues such as property and strata ownership.

He said the reforms also allow the Sabah State Attorney-General’s Office to prosecute criminal cases under state laws, following the Federal Gazette dated April 6, 2023, which created the Enforcement and Prosecution Division within the office.

Since GRS took office in 2020, the administration has passed or amended 51 state enactments, including those on solid waste management, energy, anti-party-hopping, and climate change, while the newly established Sabah Law Reform Advisory Council continues to modernise state laws.

Armizan said the manifesto will highlight both achievements and future plans, reflecting realistic timelines and people-centred governance focused on cleaner, faster, and fairer administration in Sabah.
