The youngster is eager to leave PSG this month, but hopes of a Premier League switch are now over.
RMC Sport says Newcastle United and Brighton both tried to close a deal for Sissako on Thursday, but ran out of time.
The 18 year-old will have to look elsewhere to find a new club for himself.
