The Haryana Government has issued consolidated standard terms and conditions for non-officials who are appointed as chairpersons, deputy/vice chairpersons in bodies other than PSUs, statutory commissions and constitutional bodies in the state.

The instructions have been issued by the Political and Parliamentary Affairs Department under the Chief Secretary’s Office, with an objective to bring uniformity, transparency and administrative clarity in such appointments.

The consolidated policy brings together various amendments and provisions issued from time to time into a single framework so that all departments and bodies may uniformly implement the prescribed norms and avoid ambiguity in interpretation.

As per the policy, the tenure of office of the incumbent shall initially be one year from the date of assuming charge. However, the Government may curtail or extend the tenure as deemed appropriate from time to time.

The policy provides that Chairpersons may be granted an honorarium up to Rs 75,000 per month, while Deputy/Vice Chairpersons may receive an honorarium up to Rs 45,000 per month. Members entrusted with regular responsibilities may receive an honorarium of Rs 30,000 per month.

In addition to the honorarium, several facilities and entitlements have also been prescribed. Chairpersons shall be eligible for house rent allowance up to Rs 50,000 per month or actual rent, whichever is less, while Deputy/Vice Chairpersons may receive up to Rs 45,000 per month or actual rent, whichever is lower.

The policy further provides telephone facilities, including an official mobile phone equivalent to the entitlement of Group-A officers of the state government. Travelling allowance and daily allowance equivalent to Grade-I officers under Haryana Civil Services Rules have also been prescribed. Medical facilities admissible to Group-A officers shall also be extended to Chairpersons and Deputy/Vice Chairpersons.

The government has also made provision for official transport support. A staff vehicle with driver shall be provided for official duties, while reimbursement provisions for the use of personal vehicles during official journeys have also been prescribed under specified limits.

The instructions further provide staffing support, including a Private Secretary or Personal Assistant, Clerk, Peon and Home Peon for Chairpersons and Deputy/Vice Chairpersons, wherever applicable.

The Government has clarified that these provisions shall be applicable in all cases where specific rules or regulations do not already exist. It has also categorically stated that no relaxation or deviation from the prescribed provisions shall be entertained under any circumstances.
