
House construction in Haryana is set to become easier, with the state government contemplating a move to reduce ‘bureaucratic hiccups’ and improve transparency in obtaining approvals.
A new self‑certification system has been proposed for land use and building construction permissions. At the same time, the Haryana Shehri Vikas Pradhikaran (HSVP) has amended the rules for e‑auction of properties.
To ensure public participation, the department has invited suggestions and objections from residents until May 30.
Once implemented, people will no longer have to run from one government office to another to procure approvals for the change of land use or house construction.
The Town and Country Planning Department has issued a draft amendment to the Development Control Rules, proposing a self‑certification mechanism.
Under the proposed system, the applicants in controlled areas will be able to self‑attest their documents. The applications for land use and building permissions can be submitted online. The lengthy verification and inspection procedures will be bypassed in the process.
The reform is expected to provide relief to real estate developers as well as individual homeowners.
If all the conditions are fulfilled, the permission will be treated as automatically granted, reducing delays in construction projects and making the system more transparent.
However, if an applicant secures approval by hiding facts or submitting incorrect documents, the permission will be cancelled immediately.
Changes in property e‑auction rules
The HSVP has also revised its property e‑auction rules to prevent undervaluation and ensure fair competition. All property auctions will now be conducted live. The authority has fixed a minimum number of bidders for each site, and if this requirement is not met, the auction will be cancelled.
For residential and commercial sites, at least four bidders are mandatory. Institutional sites must have a minimum of two bidders, while major sites require at least three bidders. If the minimum required Earnest Money Deposit (EMD) is not received, the e‑auction for that property will be cancelled.
In case an auction is cancelled due to insufficient bidders, the EMD will be refunded within three days. These changes are expected to ensure fair pricing of properties and prevent distress sales caused by low participation.
